Robert Quinn, MD, FAPMR, FRCPC
Chief Executive Officer, Dignity Health Medical FoundationDr. Quinn has extensive leadership experience in health care, initially in Canada and for the last 25 years in California. He has established hospital, community and ambulatory programs, and most recently served as President of Santa Cruz Medical Group, a multi-specialty medical group serving Santa Cruz County in alignment with Dignity Health Medical Foundation. Dr. Quinn has served on community and health plan boards. He currently sits on the boards of Dignity Health Medical Foundation and Western Health Advantage. Dr. Quinn received his bachelor’s degree from Princeton University, his medical degree from McGill University, and completed his residency in Physical Medicine and Rehabilitation at University of Toronto.
DeEtte Montgomery
Chief Operating OfficerDeEtte is a people-centric executive with passion for building high-performance work environments where employees from all walks of life thrive. She has extensive senior operations management and consulting experience in the health care and insurance industries. DeEtte obtained both her Bachelor of Science and her Master of Business Administration degrees from City University in Seattle, Washington. She is an active member of The Leverage Network and completed the Healthcare Board Initiative Cohort III.
Theresa Hylen, CPA
Chief Financial OfficerTheresa is an action-oriented leader with a strong track record of performance and growth within large, complex health systems. In 2020, Theresa was awarded the CFO of the Year Award by the Sacramento Business Journal for her leadership during the COVID-19 pandemic. Theresa obtained her Bachelor of Science Degree in Accounting from University of Southern California and her Master’s in Health Administration from the University of Massachusetts.
AC Saechao
Vice President of Human ResourcesAC is an accomplished Human Resources leader with nearly 20 years of experience with a passion for creating a positive employee experience. AC started at Dignity Health Medical Foundation in 2008 as a Sr. Labor Relations Specialist then worked as an HR Business Partner, Employee and Labor Director, HR Director, and now Vice President of Human Resources. AC received his BA in Labor Law from the University of California, Berkeley.
Melanie Radko
Vice President of Clinical Support and Patient SafetyMelanie has over 25 years of executive level leadership positions in integrated healthcare systems with a passion for leading organizations in a culture of safety. Melanie joined Dignity Health Medical Foundation in 2014 and has led the organization in operational excellence and standardization through policy management and establishing the fundamentals for a culture of safety. Melanie leads teams focusing on clinical operations, administrative quality, policy administration, clinical programs, patient safety, credentialing and payor enrollment. Melanie received her MBA in Health Care Administration from Golden Gate University and a BS in Audiology and Speech Pathology from the University of Nevada, Reno.

Vice President of Operations, SacramentoRobert is an accomplished, results-oriented Senior Healthcare Executive with a track record of leading high-performing, cross-functional teams committed to a shared vision of patient and population-centered care. Throughout his career, Robert has successfully developed strategies that provide exceptional, accessible patient care. Robert obtained his Bachelor of Science, Radiologic Technology and Master of Public Health Administration degrees from Loma Linda University.
Anthony Quan

Anthony is an innovative leader with diverse experience and demonstrated success in organizational development. In his career, Anthony has successfully improved operational performance, cultural engagement and strategic growth, driving year-over-year growth in volume and patient experience. Anthony earned his B.S. in Physiology and his Master of Business Administration degree from the University of Utah.
Jaime Mathews
Vice President of Patient AccessJaime has extensive experience and a successful track-record in person-centered integrated health care. Her previous work spanned population health, digital transformation and retail clinics, supporting health care organizations in value-driven care. She improved access to care and information, and implemented care models and measurement that helped make patient care more convenient and equitable. Jaime earned her Bachelor of Science in Business Administration from the California Polytechnic State University, San Luis Obispo, with an emphasis in Marketing. Her Master of Business Administration from the University of California, Davis focused on Strategy and Entrepreneurism. She is also Lean and Change Management certified.
